DFA Office in Dumaguete

Almost two years after the visit of Department of Foreign Affairs (DFA) Secretary Albert del Rosario at Robinsons Place in Dumaguete, announcing the opening of a DFA office in Dumaguete it became reality and opened mid October 2015.

A brand-new golden shining brass DFA Dumaguete Logo is now hanging on the wall at the second floor of Robinsons Place Dumaguete. Dumagueteños have now the opportunity to get their passport issued in Dumaguete without a trip to Cebu or waiting for a mobile passporting service.

Duties of DFA Dumaguete

DFA Dumaguete City will service thousands of locals and those from the neighboring cities and municipalities. They soon will be able to avail of services like passport processing-new and renewal, marriage certificates, delayed registration for report of birth, authentication, assistance to nationals and passport certification.

The following groups can avail the priority lane of the DFA Office with no online appointment needed:

Senior citizen, solo parent (with official DSWD solo parent ID), children (7 years old and below), disabled people, pregnant and Overseas Filipino Workers (OFW).

Opening Times of DFA Dumaguete

The new DFA office is located at the 2nd floor of the mall its opening times are from Mondays to Saturdays, 9:00 am to 5:00 pm.

Good day to you. What sounded promising appears to be laid on ice again 🙁
The logo has been covered and there is no visible work, nor any light inside since weeks. We did not get any notice or answer on our request about the status.
Any date and/or estimation when and actually IF the office will ever open would be at this point pure speculations.

When will DFA open. I hope they will really open it this year so that the we will not be spending money and wasting time in going to Bacolod or Cebu or wait for mobile passporting. We would be very glad when it will open. I pray and hope it will open anytime this year thanks

when is it actually opening? it doesn’t look very promising because there are no signs showing ongoing work in the supposed area. its a hassle to go to bacolod and cebu for appearances.

looks like it’s not opening anytime soon. it’s 2015 already and there’s nothing going on there. if your passport needs are immediate, better go to Cebu or Bacolod.

What is more important is that the Dumaguete Office is allowed to process the Exit visas necessary for aliens to leave after 6 months stay on a Tourist Visa. 3,000 aliens in Dumaguete require these each year and it is totally unacceptable for them to travel to Cebu to get such. Please arrange urgently so that these people can obtain an Exit permit in Dumaguete, Thanks TOM.

Thank you Tom for your comment.

It appears you are getting confused with different offices. The DFA office -no matter in which city- has nothing to do with VISA requirements for tourists. that would be like searching for a wedding cake on a fish-market. Your concern would need to be addressed to the Bureau of Immigration.
Just for informational purpose, as it appears you are not really up to date with the immigration regulations.

Tourists can stay up to 36 month (depending on the nationality) on a tourist visa in the Philippines.
Exit clearance can be primarily obtained in cities with international airport, which makes sense, as since beginning of this year the exit clearance also can be obtained at the international airport.

For more information you may visit the website of the Bureau of Immigration: – not to be confused with the Philippine Department of Foreign Affairs (DFA)

As a side note. There are not many countries in the world where a tourist can stay legally more then 1,000 days on a single entry. We believe it is not asked too much to spend one of those days partially to get the legal paper required to leave the country.

I would like to ask if DFA Dumaguete can issue a red ribbon to birth cert? or death cert?. Can you please send information about this.. It would be an easy thing for us if DFA Dumaguete can issue these things, so we can save money and time to travel Manila..

    THanks for the time,

    Respectfully yours,

      Hello Maria,
Dumaguete.com is a private owned and operated information source about Dumaguete and Negros Oriental. We do our best to keep everything up to date. However, we can not answer any questions which need to be addressed to government offices or business.

In your case you would need to address your question direct to the DFA office. We certainly will update dumaguete.com with all info about the office as soon as it opens.

As of now the DFA office in Dumaguete is not opened. If your girlfriend needs the passport by September 14th, you might be in trouble, that is not really a lot of time, even all paper are correct (which is rather unusual in the PI)

Hi good day to all readers! I just want to express my disappointment to the staff of DFA Dgte. Branch. It seemed that some of the staff don’t know what they are doing. Me and my wife are both working and living in Kuwait for almost 8 years now. We decided that this coming Christmas season to invite our 2 kids to spend their Xmas vacation here. so in short we applied for their passports. We secured the required documents based from their official site like SPA for the person who will assist my kids (mother-in-law), Affidavit of Support and Consent, Permit to travel though the latter is irrelevant because I will be the one to accompany them when travelling.Bear with me as I explained to you how hard and time consuming for us to secure these documents here in Kuwait. It took almost 3 days to get all the needed documents not to mention that these 3 days were considered absence from my work and to send the physical documents through LBC is very costly. All is good as the documents arrived safely after a week. Then my mother-in-law went to DFA Robinsons to apply then the staff just told her ” Mam sayup ning imong SPA kay kinahanglan silang duha parents name ang nakabutang sa SPA, dili namo ni madawat” where their website says “either of the parents” let me quote here:
    “If both parents are abroad:

Affidavit of Support and Consent (ASC) executed by either parent indicating the name of the traveling companion (authenticated by the nearest Philippine Embassy or Consulate General). If minor is illegitimate, mother should execute the ASC.
Special Power of Attorney (SPA) with an attached photocopy of either parent’s valid passport (authenticated by the nearest Philippine Embassy or Consulate General) authorizing a representative in assisting the child to apply for a passport. If minor is illegitimate, mother should execute the SPA.
Original and photocopy of DSWD Clearance
There is no need to secure a DSWD Clearance if the minor traveling abroad has parents who are in the Foreign Service or living abroad or are immigrants, provided he / she is holding a valid pass such as a dependent’s visa / pass / identification card or permanent resident visa / pass / identification card which serves as proof that he / she is living with parents abroad.

And to add more, they said that we need to secure DSWD clearance for as well, so my Mother-in-law went to DSWD to get the clearance. And DSWD clearly said that no need to secure for clearance if the children are travelling with either of the parents and that is correct as stated above. My mother-in-law came to the point of almost “begging them” to consider even though there’s nothing here to beg for in the first place as we submitted the correct documents needed. They just said ” Sorry Mam sayup imong mga documents, dili namo ni madawat” I am very sad and very disappointed for all of this. I just don’t know where to address this issue anymore. I hope someone can help me on this. Sorry for the long post but this issue needs to get some serious attention. Have a good day everyone.

      Yes it is working.
The website for online appointmernts is working fine.
You may want to try another browser. Some browser consider the page as “insecure”. Which is not an “error” itself, just a warning which you can switch off in your browser settings or on the website itself when using firefox.
Don`t ask us why a Philippine government website is considered “insecure”. we have no affiliation with them or any other office and don`t know what their IT-specialists are coding.

      Good day!

Expedited processing or express fee will take 10 working days to process. Please take note that by ‘working days’ this means days that does not fall on a holiday or an office anniversary or any other occasion. For your courier delivery matters, there are no assurances of the exact date of delivery since door-to-door delivery can be tricky. For this matter please get in touch with the DFA Office with the given number above.
