U.S. Fugitive Arrested in Dumaguete:

BoI Says Philippines Is Not a Safe Haven

DUMAGUETE CITY, Negros Oriental — A U.S. fugitive wanted by American authorities has been arrested in Dumaguete City, reinforcing the Philippine Bureau of Immigration’s warning that foreigners attempting to evade justice cannot expect to use the country as a safe haven.

US Fugitive Arrested

The 45-year-old American, identified as Jason Michael Hill, was apprehended by agents of the Bureau of Immigration (BI) Fugitive Search Unit (FSU) on August 11 in Purok St. John, Barangay Calindagan, Dumaguete City.

The operation involved cooperation between Philippine and U.S. law enforcement authorities, along with the Philippine National Police, local police, and maritime authorities.

According to the BI, Hill is wanted in the United States over an alleged parole violation connected to an underlying dangerous drugs case. An outstanding warrant for his arrest was issued by the Sacramento County Superior Court in California.

U.S. Fugitive Arrested in Dumaguete

The arrest highlights the increasing cooperation between Philippine authorities and their international law enforcement counterparts in locating foreigners wanted for alleged offenses abroad.

BI Fugitive Search Unit agents worked together with U.S. law enforcement personnel and Philippine authorities to locate Hill in Dumaguete.

The BI said Hill had been staying in the Philippines after entering the country in March 2023 as a temporary visitor. Immigration records reportedly showed that his authorized stay had already expired.

Hill was also the subject of existing derogatory records maintained by the Bureau of Immigration, including records identifying him as an undesirable alien and fugitive from justice.

His arrest demonstrates that an expired Philippine immigration status can become an additional legal issue for foreigners who remain in the country while wanted by authorities in their home countries.

Philippines Not a Safe Haven for Fugitives

Following the arrest, BI Commissioner Joel Anthony Viado issued a strong warning to foreigners who may attempt to use the Philippines as a place to hide from law enforcement.

“Let this be a clear message to fugitives: the Philippines is not a safe haven for those escaping justice. If you come here to hide from the law, the BI will find you. We will work with our foreign law enforcement partners to locate you, arrest you, and ensure that you face the appropriate legal and immigration consequences,” Viado said.

The statement comes as Philippine authorities continue efforts to strengthen border security and immigration enforcement.

For international fugitives, entering the Philippines does not necessarily end the possibility of being located by authorities. Immigration records, cooperation with foreign law enforcement agencies, and coordination with Philippine police authorities can all play a role in identifying and locating wanted individuals.

Dumaguete Arrest Shows International Law Enforcement Cooperation

The arrest in Dumaguete also illustrates the role that local authorities can play in international law enforcement operations.

Although the case originated in the United States, the alleged fugitive was located in Negros Oriental. The operation therefore required coordination between multiple agencies and jurisdictions.

The BI’s Fugitive Search Unit is tasked with locating and apprehending foreign nationals who are wanted by Philippine or foreign authorities and who may be staying in the country.

In Hill’s case, the operation involved the BI, U.S. law enforcement agents, the Philippine National Police, local police authorities and maritime authorities.

Such cooperation is particularly important in an island nation such as the Philippines, where fugitives may attempt to move between different provinces or islands.

Who Is Jason Michael Hill?

According to information released by the Bureau of Immigration, Jason Michael Hill, 45, is an American national wanted in the United States.

The BI said the warrant against Hill was issued by the Sacramento County Superior Court in California in connection with an alleged parole violation, with a dangerous drugs charge underlying the case.

Philippine immigration records also reportedly showed that Hill entered the country in March 2023 as a temporary visitor and subsequently overstayed his authorized period.
