Traveling to Siquijor 2021(Requirements & Restrictions)

Traveling to Siquijor province from Dumaguete City just got better and easier! Tourist travels were not allowed to enter Siquijor nor the country since the implementation of the community quarantine caused by the coronavirus disease. With the new IATF Resolution No. 101 Series of 2021, local may now travel in the Philippines with no testing nor quarantine needed (unless LGU of destination requires). Below are the requirements for Overseas Filipino Workers (OFW), Non-OWF, tourists, residents. APORs, students, medical patients & watchers.

Philippine Standard Health & Safety Protocols

Minimum health standards shall be followed when going outside of residents or in public places. These include the wearing of face mask/face shield, social distancing of at least 1 meter, and constant washing of hands or disinfecting with alcohol.

Here are the Travel Requirements for Siquijor:

Requirements for Returning OFWs

OFWs are overseas Filipinos whose primary reason for being outside the country or for leaving the country is based on a contract of employment in a foreign nation or a vessel flying another nation’s flag and shall be allowed entry to the province with prior coordination to OWWA and after the submission of the following requirements:

  1. Submit the Notice of Quarantine Facility Availability (2 weeks validity) at the MDRRMO Office and must be duly signed by your respective Mayor.
    Kindly submit ahead of time prior to the OFW flight schedule at the Office of Sangguniang Kabataan Provincial Federation President.
  2. Negative RTPCR or Swab Test result with 72 hours validity upon date of swab collection (send at pgsiquijor@gmail.com)
  3. Certificate from the Bureau of Quarantine (send at pgsiquijor@gmail.com)

After completing all the requirements, a Coordination Permit from Siquijor Provincial Task Force COVID-19 through the Office of Sangguniang Kabataan Provincial Federation President will be released.

Requirements for Returning Non-OFWs

Non- OFWs are overseas Filipinos whose primary reason for being outside the country is not based on a contract of employment in a foreign nation or a vessel flying another nation’s flag such as returning students, J1 Visa holders/exchange visitors program, returning Filipino Diplomats, returning Filipino Tourists, participants of Philippine government-sponsored programs, dependents and accompanying foreign spouses and Balikbayans, will also be allowed entry following the requirements:

  1. Submit the Notice of Quarantine Facility Availability (2 weeks validity) at the MDRRMO Office and must be duly signed by your respective Mayor.
    Kindly submit ahead of time prior to the OFW flight schedule at the Office of Sangguniang Kabataan Provincial Federation President
  2. Negative RTPCR or Swab Test result with 72 hours validity upon date of swab collection (send at pgsiquijor@gmail.com)
  3. Certificate from the Bureau of Quarantine (send at pgsiquijor@gmail.com)

After completing all the requirements, a Coordination Permit from Siquijor Provincial Task Force COVID-19 through the Office of Sangguniang Kabataan Provincial Federation President will be released

Requirements for Tourists in Siquijor

  1. Register at www.s-pass.ph
  2. Register online through siquijorprovince.com website.
  3. Secure and submit a jpeg copy of the following documents:

Government issued ID, Current school ID for students and passport for foreigners
Negative RT-PCR Test result
Booking acknowledgement/receipt from DOT or Siquijor Provincial Tourism Council Accredited Accommodation

  1. The Provincial Tourism Office shall send a QR Code for contact tracing purpose while in Siquijor.

Protocols for Vaccinated OFW and ROF

  1. Traveler must be asymptomatic and pass the health screening at all entry points.
  2. Must present the Certificate from the Bureau of Quarantine, Negative RT PCR Result with 72 hours validity upon date of swab collection and a valid immunization record with the following information: the type of vaccine, batch number, lot number, date of vaccination for first dose, second dose, and other pertinent data as required by the country of origin for their vaccination record. (send at pgsiquijor@gmaiLcom).
  3. Antibody test for IgM and IgG using CLIA method shall be conducted upon arrival.
  4. If the RT-PCR result is negative, and IgM (-/+), IgG (+), may now be allowed to conduct their reason for the visit.
  5. If RT-PCR result is negative, IgM (+), if negative, no need to do mandatory 5-day quarantine, or to undergo the 10 day quarantine without a retest.
  6. If RT-PCR is positive upon arrival, IgM (-1+). IgG (-/+), mandatory 10-day quarantine.

Regulations for Local Travelers

(Returning Residents. APORs, Students, Medical Patients & Watchers)

  1. Only Negative RT PCR Swab Test Result from accredited laboratories and copy of valid ID shall be presented upon arrival at the port of destination.

Strict implementation of NO NEGATIVE RT PCR SWAB TEST, NO ENTRY shall be done before departure at the port. The Philippine Coast Guard shall send the manifesto of the passengers to the PDRRMO, for monitoring purposes of the PLGU.

  1. All travelers, upon arrival, shall undergo health screening or triage to examine them whether they show symptoms of COVID-19.
  2. 3 No traveler shall be required to undergo quarantine unless they exhibit symptoms upon arrival at the LGU of destinations.
  3. 4 If the traveler exhibit symptoms, he/she will undergo RT PCR Swab test at the nearest schedule and will be isolated at the designated LGU Isolation Facility. If result is negative, may discontinue isolation. If result is positive, shall complete the remainder of the mandatory isolation period until released by a medical doctor. The testing cost, extended accommodation and other related expense shall be shouldered by the traveler.
  4. Siquijodnon (locals of Siquijor) travelers who will travel to Dumaguete, will be required an antigen swab test result valid for 48 hours from its date of swab collection and acceptance letter from City Tourism Dumaguete.
  5. Travelers (Siquijor to Dumaguete vice versa) who happened to travel beyond the validity of their negative antigen swab (48 hours from its date of swab collection), will require RT PCR Swab test before entry in Siquijor Province (valid for 72 hours from its date of swab collection).
  6. For the medical patients (admitted or underwent medical check-up/operation) and their respective watchers (Siquijor to Dumaguete vice versa), upon arrival, an antigen swab test shall be conducted. Once tested negative, will proceed to designated LGU Quarantine Facility. After 72 hours (3 days), another antigen swab test shall be conducted, once tested negative, may go home.
  7. Travelers with expired and no RT PCR Swab test result shall have the following options:
    Option A: Go back to the port of origin or at the Dumaguete City Port to get RT PCR Swab test.
    Option B: Obtain RT PCR Swab test in Siquijor Province and will temporarily stay for 3 to 5 days at accredited hotel/resort. The testing cost, accommodation and other related expense shall be shouldered by the traveler.

Regulations for Siquijor Tourists During Travel

  1. Compulsory wearing of face mask and face shield, social distancing, frequent hand washing with soap and water or disinfection with alcohol.
  2. Tourists must bring hard copies of their submitted documents for verification purposes by authorities.
  3. Tourists who failed to register online are accepted at the port of entry but shall do late registration at the port.
  4. Travelers who entered the province without RT-PCR are required to secure RT-PCR test. Hence, they are given two options:
    a. Secure RT-PCR in Dumaguete City or
    b. Submit for RT-PCR test in Siquijor which may take 3 to 5 days to get the result. In the meantime, they will be housed in a holding facility identified by the Province at travelers’ own expense.

Once a local travel arrives at the port of Siquijor, he/she shall resent their QR Code and shall undergo triage. Once cleared, they shall proceed to their booked accommodations. Accommodation in Siquijor are enjoined to be flexible in the bookings of guests due to quarantine and treatment. Rebooking/refunds shall be made available for tourists. The QR Code given to the travel must also be used to checking in/out when going to their accommodations, restaurants, tourism site, etc. Always bring QR Code and present to authorities when needed and for contact tracing while in Siquijor.

Symptomatic travelers have the option to return to place of origin or undergo RT-PCR Test in Siquijor at their own expense. When tested positive of RT-PCR he/she shall be brought to the designated Quarantine Hotel for tourist for 14 days at their own expense.

Penalties and Sanction to Violators

Violators of this Executive Order shall be penalized in accordance with Republic Act No. 11332. Curfew violators shall be fined ranging from Php 3,000to Php 5,000. Serving and selling of liquor in private/commercial establishments in public places will be allowed provided that guests shall be limited to 50% of the venue capacity. The Siquijor Curfew will be from 11:00PM PM to 4:00 AM in the whole Province with the following exemptions:

a. Workers and employees going to and coming from work
b. Fishermen doing night fishing
c. Individuals under medical care and emergencies
d. On-duty health workers, police and military personnel and Siquijor Provincial Task Force COVID-19 members
e. Any person involved in an emergency situation like rescuers and first aid responders
