Processing and Requirements
The Philippines Postal ID is according to the Universal Postal Union, is a postal ID card which most widely accepted means of identification in postal transactions worldwide. Generally, banks and other financial institutions honor the postal ID as proof of identity in their transactions.
In the Philippines, a postal ID is a government-issued ID that is one of the easiest and fastest to obtain. People use it to show as a valid proof of identity and address. Therefore the postal ID can give them access to a range of public services.
The postal ID card is a primary form of identification for many Filipinos, without any requirement such as driving skills for Driver’s License, travel abroad for Passport, passing a licensure exam for PRC ID, or employment for SSS and GSIS ID.
The basic difference with other Philippine government IDs is ANYONE can apply for it. It is socially inclusive.
The Philippine Posta ID is now improve, most of the security features infused upon the basic postal ID, though effective, could only be deciphered with the help of special equipment, making it harder for front liners to differentiate the genuine from fake.
The biometric based uniqueness test was implemented to fully guarantee an individual’s identity.
The Improved Postal ID shall be valid for three (3) years for Filipinos and for foreign residents with special Retiree’s Resident Visa (SRRV). For the rest of the foreign residents, it will be valid for one (1) year.
The main Security Features of the improved Postal ID:
- On site digital capture of fingerprints, photo, signature and personal details.
- Centralized ID printing and database to guarantee that the cards are authentic.
- An encrypted QR (quick response) code printed on the card can verify the identity of ID holder using a downloadable smart –phone application.
- Overlaid with a hologram that can be viewed only at certain angles.
- Has a ghost image and UV ink that illuminates in UV light.
- Applicant uniqueness check via the Automated Fingerprint collected with the fingerprint database records to ensure the applicants identity.
Improved Postal ID is applicable for all Filipino living in the Philippines and abroad, but were in the Philippines at the time of application are eligible to get an improved Postal ID. Foreign residents living in the country for at least six (6) months may also apply.
Requirements for Application for Postal ID:
Bring the original copy and photo copy of the following documents:
*TWO (2) Copies of duly accomplished Postal ID Application form
*PROOF OF IDENTITY – submit any one (1) of the following:
- Birth Certificate Issued by NSO or Local Civil Registry
- GSIS or SSS UMID card
- Driver’s License
- Passport
- Married Females must bring their marriage certificate to validate change of name from birth document
Applicants with no Birth Certificate, UMID Card, Driver’s Licenses or Passport may submit ANY TWO (2) of the following documents, at least one of which should bear the applicant’s photo and signature:
- BIR ID
- Baptismal Certificate
- Certificate of Birth from the National Commission for Indigenous People (NCIP)
- For Filipinos belonging to indigenous people; Certificates of Birth from the National Commission for Muslim Filipinos (NCMF) for Muslim Filipinos
- Certificate of Marriage from the NCIP for Filipino belonging to indigenous people
- Certificate of Marriage from the NCMF Muslim Filipinos
- College or Post Graduate Transcript of Records with readable dry seal
- Confirmation Certificate
- Elementary or High School Form 137 with readable dry seal for applicants who are 18 years old and below
- Marriage Certificate in SECPA Issued by NSO for those male and Female Married applicants
- Marriage Certificate issued by LCR for those male and female married applicants
- Valid Alumni ID
- Valid Basic Postal ID
- Valid College, School or University ID
- Valid Company ID
- Valid Integrated Bar of the Philippines (IBP)ID
- Valid NBI Clearance bearing digitized photo
- Valid OWWA ID
- Valid Pag- ibig ID
- Valid Philhealth ID
- Valid PRC ID
- Valid Paper based Postal ID
- Valid Police Clearance with or without digitized photo
- Valid Seaman’s Book
- Valid Senior Citizen ID
- Valid Tax Identification Number Card
- Valid Voter’s ID
*PROOF OF ADDRESS Submit and one (1) of the following:
- Barangay Certificate of Residency issued within three(3months) prior to Philippine Postal ID application
- Certified True copy of lease
- Certified True Copy of Titles issued by the Land Registration Authority (LRA)
- Certified True Copy of Real Estate Tax Receipt
- Bank Statement
- Credit Card Statement
- School billing statement or Utility bill (cable, electric, internet,landlinbe,telephone,water)
Application Requirement for Foreign Residents:
*TWO (2) copies of duly accomplished application form
*PROOF OF IDENTITY
- Passport- must be valid for at least six (6) months prior to application
- Any one(1) of the following documents relative to the stay in the Philippines valid for at least six(6) months prior to application
*Alien Certificate of Registration Identity Card (ACRI-Card)
*Long Stay Visitor Visa Extension (LSVVE)
*Temporary Resident Visa (TRV)
*Diplomatic Visa
*Special Resident Retiree’s Visa (SRRV)
*PROOF OF ADDRESS- Submit any one (1) of the following:
- Barangay Certificate of Residency issued within three (3months) prior to Philippine Postal ID application.
- Certification or statement of accounts from hotel, transient home or any temporary residence within three(3) months prior to application
- Certification from hotel, transient home or any temporary residence within three(3) months prior to application
- Notarized, if applicable of Land, House or Condominium Lease Contract
- Bank Statement
- Credit Card statement
- School billing statement
- Utility bill (cable,electric,internet,landline,telephone,water)
If you want to upgrade your existing Postal ID to New Improve Postal ID, please bring two (2) copies of duly accomplished Postal ID Application form and your existing Postal ID.
Applicants for Improved Postal ID will pay the following fixed fee anywhere in the country:
Postal ID +Delivery Fee is Php 450.00 plus 12%VAT witch is Php 54.00 the total Postal ID
Payment is Php 504.00
You can apply for Improved Postal ID and submit the required documents to any Post Office. After your documents are screened, you will go to the nearest Postal Office with ID station to be Photographed and fingerprinted. There are 260 postal ID capture stations nationwide. Application forms are available in your nearest Post Office or can be downloaded from the PHLPost website.
After completing the data capture process, a PHLPost mail carrier will deliver the Postal ID to your doorstep:
- In Metro Manila approximately fifteen (15) working days from application.
- Other major cities and municipalities approximately twenty (20) working days
- Island provinces and remote barangays approximately thirty (30) working days
